Franxini Simulation: Expert Hearing in a Parliamentary Committee
Would you like to learn how science and politics can work together more effectively, and what role research plays in the legislative process? Are you curious about how to best prepare for an expert hearing in a Swiss parliamentary committee? Or how to ensure your statements are understood in the right context and not misused for political purposes?

The Franxini Simulation – Expert Hearing in a Parliamentary Committee (workshop in English) will offer exactly that. The workshop gives an introduction to the Swiss political system and to impact-oriented communication, providing you with the essential knowledge and practical tips for interactions between researchers and policymakers. These skills can then be trained directly and immersively in a simulation of a committee hearing in the Swiss Parliament, where each participant will take on the role of either an expert or a parliamentarian.

Objectives
In this workshop, participants will gain a foundational understanding of the legislative process. They will also learn how to effectively position their statements within political discourse and evaluate their potential impact. Through practical insights into the roles of politicians and researchers in a parliamentary setting, participants will explore how science and policy intersect. In particular, they will:

  • develop a practical understanding of the Swiss political system, especially the legislative process;
  • they understand their role and that of politics, and learn how they can use this as a basis for organising their activities in an impact-oriented manner;
  • familiarise themselves with the format of expert hearings in parliament and are thus prepared for potential interactions with politicians.

Materials & Methods
The Franxini simulation consists of a combination of input lectures and an interactive, immersive simulation. The content material was developed together with experts and is constantly being expanded and refined. Thanks to the provision of further materials, participants also have the opportunity to delve deeper into the topic of scientific policy advice beyond the course.

Background
This workshop is organized by the Department of Political Science IPZ at the University of Zurich in collaboration with the Franxini Project. The Franxini Project was initiated by the Swiss scientific think-and-do tank Reatch. Through our further education programme and consultation services, as well as our innovative dialogue events we strengthen cooperation between research and politics in order to improve the basis for societal decision-making and strengthen our democracy. The Franxini Project is supported by Stiftung Mercator, Gebert Rüf Stiftung and other partners.
